CRA contributes to Second Street project

Grand Island's Community Redevelopment Authority (CRA) will pay up to $55,000 to help with a future improvement district along Second Street.

The CRA voted 4-0 Wednesday to pay to install conduit along Second Street while the roadway is torn up for a widening project this summer and fall.

Two lines of conduit measuring 2 inches in diameter will be installed under driveways and in the right-of-way for future underground sprinklers and sprinkler controls.

A line of 3-inch diameter conduit will be installed in the same area for future electrical wiring for pedestrian lighting.

At the request of Second Street business owners, the Grand Island City Council on Tuesday night defined boundaries for a Second Street improvement district.

A district board can now be appointed to fine-tune the boundaries, set a proposed budget and proposed assessment. Property owners in the proposed district will then be given 30 days to protest the district. If more than 50 percent of the affected property owners object, the district will not be created.

CRA Director Chad Nabity said that if the district is not created, the conduit paid for by the CRA could still be used by individual property owners for improvements.

CRA member Tom Gdowski made the motion to buy the conduit. CRA member Sue Pirnie offered the second.

Nabity said installing the conduit while the roadway project is underway is substantially cheaper than trying to retrofit it in after the project is done. The conduit will be installed from Garfield to Eddy Street.

If the Second Street district is created, the district board can dictate landscaping and improvements along Second Street that are hoped to beautify the area. The district can also contract for districtwide maintenance of the improvements.

Nabity said the improvement districts along South Locust are being used as a model for the Second Street project.
